Permanent Pack-a-Punch
This side quest has players progress the main quest to the Obtain the Kronorium step, but before going into the teleporter, interact with a wisp inside the headlight of the truck in the Spawn area, and without taking any damage, make your way back to the teleporter to place the wisp in a music box in Samantha's Room.
Requirements
Must be on the Obtain the Kronorium step of the main quest
Must have completed ALL black ops 3 main quests leading up to Revelations
To clarify, you must have completed the Shadows of Evil, The Giant, Der Eisendrache, Zetsubou No Shima, and Gorod Krovi main quests before this side quest becomes available to you inside Revelations

Music Box Location
Once the wisp has been placed, all wall and Mystery Box weapons purchased will be automatically Pack-a-Punched for the rest of the game, and Takeo's Katana will be available to purchase off the Melee Weapons wall in the connector of Shangri-La/Der Eisendrache.
